Oklahoma House backs naming planned ACCESS Oklahoma turnpike corridor the Toby Keith Expressway through concurrent resolution

What lawmakers approved and what it would change

The Oklahoma House of Representatives has adopted a concurrent resolution supporting the designation of a planned turnpike corridor as the “Toby Keith Expressway,” a memorial naming intended to honor the late country music star and longtime Oklahoma resident Toby Keith, who died on Feb. 5, 2024.

The measure, House Concurrent Resolution 1019, advanced through the Legislature in late February 2026. It was adopted by the House on Feb. 25, 2026, and subsequently adopted by the Senate on Feb. 26, 2026.

Concurrent resolutions typically express legislative intent and recognition rather than create binding statutory requirements on their own. In this case, the resolution signals legislative support for applying the name to a specific, planned segment within the ACCESS Oklahoma long-range turnpike program.

Which roadway is referenced

The corridor described in the resolution is a proposed turnpike connection in the Oklahoma City metro area. The planned route would run from Interstate 44 east to Interstate 35 near Indian Hills Road, then continue east and north to Interstate 40 at the Kickapoo Turnpike.

The project is part of the ACCESS Oklahoma Long-Range Plan, a multi-corridor package overseen by the Oklahoma Turnpike Authority that includes new alignments and expansions intended to address congestion and connectivity in and around Oklahoma City.

  • Proposed corridor endpoints: I-44 to I-35 near Indian Hills Road, then to I-40 at the Kickapoo Turnpike

  • Program framework: ACCESS Oklahoma Long-Range Plan

  • Legislative vehicle: House Concurrent Resolution 1019 (non-binding designation support)

Why Toby Keith was selected for the memorial designation

The resolution highlights Keith’s Oklahoma ties and public profile. Keith was born in Clinton and raised in Moore, and he was widely associated with the state throughout his career. The measure also notes his support for U.S. service members through multiple USO tours, as well as his charitable work related to pediatric cancer and disaster relief efforts following the 2013 tornado in Moore.

The resolution frames the naming as a lasting public recognition connected to a planned transportation corridor within central Oklahoma.

What happens next

With legislative adoption complete, the designation now moves into the practical stage typically required for a named facility: administrative and project-level implementation tied to planning, design, and eventual construction timelines for the corridor. The corridor itself remains part of a long-range plan, meaning the schedule for delivering the roadway and installing signage would follow the project’s development path rather than the resolution’s passage date.

Separately from the memorial naming discussion, the Kickapoo Turnpike has been signed as Interstate 335, a designation used for navigation and mapping as turnpike corridors around Oklahoma City have received numerical interstate identifiers.
