Two eastern Oklahoma toll roads could soon carry Interstate shields

The Oklahoma Turnpike Authority has voted to pursue new Interstate Highway designations for two major toll corridors in eastern Oklahoma: the Creek Turnpike in south Tulsa and the Muskogee Turnpike linking the Tulsa area to Interstate 40 near Webbers Falls. If approved through the federal and national route-numbering process, the Creek Turnpike would become Interstate 644 and the Muskogee Turnpike would become Interstate 343.

The action initiates an administrative and engineering review process rather than an immediate change for drivers. Turnpike officials indicated the agency will work with federal highway officials to identify and complete any adjustments needed to meet Interstate standards, with signage changes expected after approvals and completion of any required corrections.

What the designations would change—and what they would not

An Interstate label is primarily a wayfinding and classification change. The two routes are already controlled-access, limited-entry toll roads, but they are currently signed as state highways: the Creek Turnpike as State Highway 364 and the Muskogee Turnpike as State Highway 351. Interstate numbering would place them more clearly within the national Interstate map system, using the familiar red, white, and blue Interstate shield.

Turnpike officials have said the Interstate marker is intended to signal a high-standard, high-speed, controlled-access route for travelers and commercial traffic moving through the region. The authority has also said the redesignation itself does not automatically bring additional federal funding.

Why the new numbers are three digits

Both proposed routes use three-digit Interstate numbers, which are typically assigned to urban connectors, spurs, or beltways that relate to a primary one- or two-digit “parent” Interstate. Under long-established Interstate numbering conventions, the last two digits generally reference the parent route, while the first digit helps indicate whether the route functions more like a loop or a spur/connector.

  • Interstate 644 would reference Interstate 44 as the parent route, reflecting the Creek Turnpike’s role in the Tulsa-area network connected to I-44.

  • Interstate 343 would reference Interstate 43 as the parent route under the numbering convention, even though I-43 is not located in Oklahoma; three-digit numbering can still be assigned within national availability constraints to avoid duplication and conflicts.

Context: Oklahoma has been expanding Interstate designations on turnpikes

The move follows recent efforts to apply Interstate numbering to other Oklahoma toll corridors. In the Oklahoma City area, the John Kilpatrick Turnpike has been designated Interstate 344 and the Kickapoo Turnpike has been designated Interstate 335, reflecting a broader push to align turnpike signage with Interstate-style route identification where corridors meet applicable standards.

For motorists, the most visible change would be updated shields and route references on maps and signs, while the roads would remain tolled, controlled-access facilities.

Next steps include coordination with federal highway officials and the route-numbering process, followed by any required field changes and eventual installation of Interstate signage along the two turnpikes.
